Commissioners approve zoning items

The Greene County Board of Commissioners approved a final plat request for Jumping Rock — Section II during its Oct. 8 meeting.

Twenty lots will be subdivided from 21.63 acres in the Reynolds Lake Oconee development.

The BOC also approved an amendment to the zoning code to create provisions for urbanized residential development in the Greater Greensboro Character Area, which surrounds Greensboro city limits on the county’s future land use map.

County manager Byron Lombard said the amendment permits more affordable housing without sacrificing the county's rural and lake areas. The amendment also permits for-profit daycares and minor revisions to special event provisions within the CPUD zoning district.

In other business Oct. 8, the BOC:

• Thanked Lombard and first responders for their work during Hurricane Helene.

• Approved a FY25 budget adjustment to replace a police vehicle totaled in an accident while an officer responded to a call. The county received $38,220 in insurance proceeds, but an additional $20,280 was needed to acquire and equip the new vehicle. The BOC also approved other FY25 budget adjustments. The adopted FY25 budget included funding for merit increases, but the exact amount of the raises was not known until after the budget was adopted, so budget adjustments were needed to reduce the salary and corresponding expense items throughout the budget. According to the actuarial report just received, a small portion of the excess funding was added to the pension allocation line item to adjust for a necessary increase. The net reduction in excess financing, totaling $34,724, was added to the contingency line item.

• Approved a resolution condemning two acres of the recreation department expansion site located off Old Union Point Road. The acreage was condemned so the county could receive a clean title, and the owner’s descendants spoke in favor at the meeting.

• The county approved a contract for services with the Greene County Historical Society, which will manage historical materials owned by the county. The services are included in the FY25 budget.

• Approved an amended contract with the Greene County Chamber of Commerce.
