A private, members-only golf course and country club is coming to Flat Rock Church Road.
During its Nov. 12 meeting, the Greene County Board of Commissioners approved a conditional use request for two parcels totaling 725.117 acres.
Plans include 18 to 36 holes for golf, a lighted nine-hole short course, and a driving range. The clubhouse will include locker rooms, food and bar facilities, and a meeting space.
Other plans for the recreational development include a sport-and-pro shop, pool, spa, physical therapy facility, indoor and outdoor golf training facilities, tennis and pickleball courts, boat slips, maintenance buildings, and concessions. There will also be 14 four-bedroom cottages for members and their guests, with no short-term rentals allowed.
Conditions include the applicant providing proof of ownership, combining the parcels into one property while maintaining current easements, and prohibiting short-term rentals within the development.
The BOC also approved two requests for the Airabella Lake Oconee development.
The requests included building a four-unit townhome in Phase One to serve as a model home for sale prior to final plat approval. The commissioners also acknowledged and accepted the conveyance of a portion of the development from Red Clay Development Group, LLC, to Oconee Community Development Company, LLC.
In other business Nov. 12, the BOC:
• Celebrated and thanked veterans in attendance.
“Thank you so much for your service,” Chairman Gary Usry told veterans. “We appreciate you and your families.”
• Appointed Linda Kimbleto, the Northeast Georgia Aging Services Advisory Council, to represent Greene County.
• Denied an offer to dedicate two parcels within Woodville city limits. County manager Byron Lombard said a resident deeded two parcels to Greene County that they had purchased in a tax sale without giving notice to the county. Lombard said the county and city have no known use for the properties, and the parcels are not being taxed. The grantor will be notified of the denial, and deed cancellations will be filed, reverting the deed to the grantor.
• Approved the FY25 list of LMIG, TSPLOST, and SPLOST projects. The LMIG projects total roughly $4.17 million, including roads needing patching, resurfacing, or striping. Roads covered in the LMIG projects include portions of Airport Road, Shady Oaks Lane, Oconee Farms Road, Indian Woods Drive, Old Salem Road, Twin Rivers Road, Twin Rivers Lane, Swords Road, Farmington Road, Buena Vista, Buckhead Drive, Fawn Lane, Four Points, Oak Ridge Drive, Sandy Creek Drive, Richland Drive, Wrightsville Church Road, Woodville Road, Temperance Bell Road, Airport Spur, Ben Hammond Place, Old Rock Road, and Lake Oconee Trail. TSPLOST projects include road-shoulder-building costing $411,560 and the purchase of Snaptite liners costing $23,949.24, and cross-drain pipes costing $55,331.84, respectively.
SPLOST No. 7 projects include the purchase of a boom mower for $224,321.60 and the purchase of a cab tractor and flex-wing rotary cutter for $114,641.
• Approved SPLOST No.7 expenditures to improve the county’s emergency preparedness. Expenditures included: $20,580 to add electrical connections to the county’s mobile generator, enabling the recreation complex gym to serve as an emergency shelter; $117,080 to add an emergency backup generator to the county administration building; $1,860 to add the sewer lift station serving the county annex into the generated switch serving the elections office; $48,000 to upgrade the automatic transfer switch and panels on the E911 backup generator; and $298,996 to purchase a grapple truck.
• Approved naming McCalland Associates as the architectural firm to complete a preliminary architectural report for the senior center expansion project.
• Approved a fee proposal of $297,245 from Simonton and Associates for design services needed for the recreation department expansion. The design services, which will be funded by SPLOST No. 7, include all engineering and design elements to prepare the site for construction.
• Approved a budget adjustment of $7,741.88 to deep-clean the common areas of the courthouse in preparation for the tour scheduled in December.
• Approved the FY25 contract for the senior center.
• Approved resolution to authorize participation in the ACCG-IRMA First Responder PTSD Program, which involves coverage for long-term disability/PTSD benefits for first responders as mandated by House Bill 451. Coverage starts Jan. 1, 2025.
• Approved alcoholic beverage license request for Metropolis Oconee, LLC.
• Approved budget adjustments to close out FY24.
• Approved an insolvent list of tax accounts.
