    Although the Madison City Council approved a workforce housing development for property near Carmichael and Cox Road, the governing body slammed the door on a request by Robert Pennington Jr. to place a manufactured home on a vacant lot on Commerce Street across Hwy 441 that the applicant said was intended to provide an affordable rental housing unit.
